The project evaluates the impact of Decree 70/2023 on the health social security system, focusing on the incorporation of prepaid health insurance plans as insurers and the creation of the National Agency for Health Technology Assessment (ANEFiTS). Through regulatory analyses, interviews with key stakeholders, and comparative studies, the reform's effects on equity, financial sustainability, and system governance will be addressed. The ultimate goal is to generate recommendations that strengthen the integration and transparency of the health system in a new regulatory context.
