Objective

Study aimed at analyzing the relevant methodological aspects and the results of the main national surveys available based on the themes contemplated in the Study of the SUMAR Program on the Provisioning Capacity of Public Sector Health Establishments and socio-sanitary characterization of the Population in their Areas of Reference.

Summary

In order to have solid measurements of the provision capacity of the establishments and the health situation of the eligible population of the Program, the Ministry of Health of the Nation has decided to carry out a study that obtains measurements of relevant variables prior to the implementation of new public policy actions in the provincial jurisdictions, which will allow laying the conceptual and quantitative bases on which to support subsequent research of interest, and in turn, constitute the initial step in the agenda of studies that will make up the evaluation of the Program ADD. In this measurement of the Study of Health Provision Capacity of the Public Sector and socio-health characterization of the Population in its Reference Areas, it is planned to collect information of interest for pathologies that are not yet explicitly contemplated in its Health Services Plan (Diabetes and Arterial Hypertension) and in particular, the population groups for which the information gathering instruments will be applied are: children aged 0-9 years, adolescents aged 10-19 and adults aged 20-64 years.
The measurement instruments developed seek to analyze all lines of care financed by the SUMAR Program from both the supply and demand sides of health services in the public subsector. However, knowing the existence of other surveys that partially analyze the population of the SUMAR Program, it is necessary to delve into the study of their content and the results obtained in order to perfect the survey tools to be used.

Based on the review of the available national surveys, an exhaustive analysis of each of them was carried out, as well as a transversal analysis by thematic axes, based on the data collection instruments in the Baseline of the SUMAR Program and the research questions designed by the Program.
